During the period when the Federal Parliament was not in session, the Government of Nepal promulgated several ordinances to amend existing laws.
The following ordinances were introduced:
- Ordinance to Amend Some Nepal Acts Related to Cooperatives, 2081
- The Ordinance to Amend Some Nepal Laws Relating to Good Governance and Public Service Delivery, 2081
- The Fiscal Procedure and Financial Accountability (First Amendment) Ordinance, 2081
- The Privatization (First Amendment) Ordinance, 2081
- The Ordinance to Amend Some Nepal Laws on Financial and Business Environment Improvement, 2081
- The Ordinance to Amend Certain Nepal Acts Related to Land, 2081
These ordinances amended over twenty-five existing laws, including but not limited to:
- Muluki Criminal Procedure Code, 2074
- Revenue Leakage (Investigation and Control) Act, 2052
- Revenue Tribunal Act, 2031
- Companies Act, 2063
- Foreign Investment and Technology Transfer Act, 2075
- Labor Act, 2074
- Land Act, 2021
- National Parks and Wildlife Conservation Act, 2029
- Forest Act, 2076

Current Status
- The first five ordinances, i.e. (Ordinance to Amend Some Nepal Acts Related to Cooperatives, 2081, The Ordinance to Amend Some Nepal Laws Relating to Good Governance and Public Service Delivery, 2081, The Fiscal Procedure and Financial Accountability (First Amendment) Ordinance, 2081, The Privatization (First Amendment) Ordinance, 2081 and The Ordinance to Amend Some Nepal Laws on Financial and Business Environment Improvement, 2081) were approved in their original form and have now been enacted as Parliamentary Acts, remaining in full effect.
- The Ordinance to Amend Certain Nepal Acts Related to Land, 2081, was not tabled before the Parliament. As a result, all proposed amendments introduced by the said Ordinance stand invalidated.
However, the Government of Nepal has recently introduced the ‘Bill to Amend Some Nepal Acts Related to Land, 2025’ before the House of Representatives on May 6, 2025 (Baisakh 23, 2082 B.S.), which is expected to introduce certain changes from the earlier ordinance, although the exact details have not yet been made publicly available.
